At E & Co Inclusive Pathways Consulting, we support families navigating the Regional Center system, the Self-Determination Program, and the special education process with clarity, compassion, and culturally responsive guidance. As a pediatric occupational therapist and support-needs mom, I combine professional expertise with lived experience to help families feel informed, confident, and empowered. Together, we create meaningful pathways that honor your child’s strengths, culture, and long-term vision.

Person Centered Planning
Every plan begins with your child’s strengths, interests, and long-term goals. I work closely with families to create a Person-Centered Plan (PCP) that reflects who your child is, what they want for their future, and the supports needed to get there.
Spending Plan Guidance
Understanding the Self-Determination spending plan can feel overwhelming, so I break it down step-by-step. I help families understand allowable expenses, organize their budget, and align services with their PCP goals.
My approach ensures clarity, confidence, and a spending plan that truly supports your child’s needs.
Advocacy

Dr. Adaim Ochoa,OTD, OTR
Founder and lead Independent Facilitator
Dr. Adaim “Addie” Ochoa is the founder of E & Co Inclusive Pathways Consulting, where she provides Independent Facilitation, Person-Centered Plans, and advocacy services for families navigating California’s Self-Determination Program and special education systems.
She earned her Doctorate in Occupational Therapy from the University of Southern California, completing advanced training in sensory integration, family-centered care, and complex needs support. As both a clinician and a support-needs parent, Addie brings a uniquely comprehensive understanding of how systems impact families—and how to bridge the gaps.
Her work is grounded in neurodiversity-affirming practice, cultural humility, and a commitment to empowering families through education, transparency, and collaboration. Addie is passionate about building equitable pathways to services and ensuring that every client’s voice, culture, and autonomy lead the process.
